Frank earned a Bachelor of Electrical Engineering degree from Cleveland State University in 1994. He also earned a Juris Doctorate, magna cum laude, from Cleveland-Marshall College of Law, Cleveland State University, in 1998. While at Cleveland-Marshall, Frank was Executive Editor of the Cleveland State University Law Review, and received the Charles Auerbach Memorial Award and the CALI �Excellence For The Future� Award.
